My name
is Wm. (Bill) Higgins. I was born and raised in San Diego, California. I
have two brothers, two half-sisters, one half-brother, and one step brother.
Both my parents have passed but my step-mom is 96 years young and going
strong. I have been married for 36 years to Tracy who is a high school
English and drama teacher. My oldest son, Michael Patrick (34) works for a
computer company in Pullman, WA; my oldest daughter, Megan Kathleen (30) is
a junior high Spanish and English teacher in Reno, NV; my middle son, Brian
Sean (27) is in college to get his certification for teaching and wants to
teach English; my youngest son, Patrick Kevin (25) is a third grade teacher
in North Las Vegas, NV; and, my youngest daughter (19) is a freshman at
Washington State University and wants to be a political journalist.
I have
earned an Associate of Arts degree (Treasure Valley Community College), two
BS degrees (Lewis-Clark State College), a Master of Education degree
(University of Idaho), and an EdS degree (University of Nevada). I am
writing a dissertation for my doctorate at Washington State University with
the topic of Parental Decision-making for Native American Students.
I
taught for ten years, starting on the Nez Perce Reservation in Idaho. I also
taught in McCall, Idaho, and Fernley, Nevada. I coached football, wrestling,
track, drama, debate, and declamation. I was also a cheerleading advisor.
The subjects I taught were English, theatre, debate, Western Literature,
sociology, psychology, and speech. I served as a high school assistant
principal for five years, a junior high school principal for seven years,
and a superintendent/principal for six years. I referee several sports
(football, wrestling, basketball, volleyball, softball, baseball). I try to
be as active as I can.

I am on
the national strategic planning team for the National Indian Lands Impact
Aid Association. In 2007, I received the National Indian Education Principal
of the Year from the Catch the Dream/Exemplary Institute in Albuquerque,
N.M.
In my
early years, my family traveled extensively throughout the west on trips to
visit relatives in Oklahoma, Kansas, and Missouri. Part of my travels later
included spending time in the USMC and stationed in Yuma, AZ.
It is
my desire and intention to help guide the district into sound and solid
fiscal management using student numbers to help determine staffing numbers.
Further, I am focusing on student achievement—our kids need to pass the AIMS
and make AYP. We need to have the staff team members who make that happen. I
also see the need for our administrators and teachers to be in the community
and visiting homes and students, their parents and relatives where they are.
